After all they must be having all these in ready made form in their own records and making it into a publicly available directory would not really be too much of a hassle.

You may have to further refine the search if you have names that are quite common. You would need to put in the area of residence or city. Even this may yield quite a few names and numbers, and the only way to reach your target may be to actually call up the numbers you have got and talk to the person concerned.

The only way to get over all this awkwardness is to directly contact the person concerned or look for some of their acquaintances who would be able to get you that cell phone number. Cell phone service providers could easily make such free cell phone listings and it is really quite a mystery as to how authorities are allowing them to get out of providing what should be very easily available information.
